The issue I have is that, due to shortages of relieving staff the infant/toddler Tamariki have inconsistent and unfamiliar staff present routinely.

Regular consistent staff and familiar relievers.

Tamariki are experiencing a de-stabilising environment instead of attachment/bonded/trusting relationships.
